The job
The owners had repainted the front room twice. Both times the damp came back within a monsoon season, which is the signature of a water source outside the wall rather than a failure of the paint.
A level survey of the apron found it falling roughly 1:80 towards the house — enough that every heavy rain delivered water to the base of the wall and it rose from there.
Breaking it out and re-laying it to fall the other way, with a channel at the new low edge connected to the street drain, dealt with the cause. The internal wall was left to dry out for six weeks before it was made good.
